Code Compliance Officer

The City of Cayce is seeking a detail-oriented and customer-focused Code Compliance Officer to help preserve the health, safety, and appearance of our community. This position is ideal for someone who enjoys working both in the field and in the office, solving problems, educating the public, and ensuring compliance with City codes and ordinances.

Position Overview

The Code Compliance Officer is responsible for enforcing municipal codes, zoning ordinances, business license regulations, and property maintenance standards throughout the City. This position conducts inspections, investigates complaints, educates property owners and residents on code requirements, and works collaboratively with citizens, contractors, business owners, and City departments to achieve voluntary compliance whenever possible.

Key Responsibilities

  • Enforce City codes, zoning ordinances, business license regulations, nuisance abatement requirements, and other applicable municipal regulations.
  • Conduct field inspections and follow-up inspections to identify and document code violations affecting private property.
  • Patrol assigned areas of the City to monitor compliance with zoning, property maintenance, and business license requirements.
  • Receive, investigate, and respond to citizen inquiries, complaints, and requests for assistance regarding code enforcement and zoning issues.
  • Issue notices of violation and provide property owners and occupants with information regarding corrective actions needed to achieve compliance.
  • Prepare documentation, inspection reports, photographs, and case files for municipal court proceedings when necessary.
  • Issue summonses and testify in Municipal Court regarding code enforcement cases.
  • Assist with annual inspections of residential rental properties to ensure compliance with City codes and registration requirements.
  • Identify potential building code violations and report findings to the Building Official.
  • Enforce the City's Business License Ordinance by providing guidance to business owners and ensuring proper licensing requirements are met.
  • Work with contractors, developers, and business owners to verify licensing requirements and ensure applicable fees are collected.
  • Interpret and apply zoning regulations, land use requirements, development standards, and the City's Comprehensive Plan.
  • Maintain accurate records, inspection logs, reports, and case documentation.
  • Participate in community outreach, public education, and departmental public relations efforts.
  • Attend training, conferences, and professional development opportunities to maintain certifications and stay current on applicable laws and regulations.
  • Promote workplace safety and ensure compliance with departmental policies and procedures.
  • Perform general administrative duties, including preparing correspondence, reports, data entry, filing, and attending meetings.
  • Perform other related duties as assigned.

Minimum Qualifications

  • High school diploma, GED, or equivalent.
  • Valid South Carolina Driver's License.
  • Must obtain International Code Council (ICC) Property Maintenance Inspector Certification within one (1) year of employment in accordance with South Carolina LLR requirements.
  • Ability to communicate effectively, both orally and in writing, with citizens, contractors, architects, developers, business owners, City officials, and coworkers.
  • Ability to interpret and apply municipal codes, zoning ordinances, policies, and regulations.
  • Ability to establish positive working relationships, exercise sound judgment, and resolve conflicts professionally.
  • Proficiency using computers, Microsoft Office applications, standard office equipment, and inspection-related tools.

Preferred Qualifications

  • ICC Property Maintenance Inspector Certification.
  • South Carolina LLR certification or licensure.
  • Experience in municipal code enforcement, zoning administration, planning, building inspections, property maintenance, or a related field.
  • Knowledge of zoning regulations, land development, nuisance abatement, business licensing, and municipal code enforcement practices.
  • Experience preparing legal documentation, inspection reports, and presenting cases in Municipal Court.

Work Environment

This position requires a combination of office and field work, including:

  • Walking, standing, bending, climbing, kneeling, and conducting inspections throughout the City.
  • Frequent travel to residential, commercial, and construction sites.
  • Operating City vehicles, computers, cameras, measuring devices, radios, and other inspection equipment.
  • Frequent interaction with residents, contractors, business owners, and the public.
  • Lifting materials and equipment weighing up to 50 pounds regularly and heavier items with assistance.
  • Occasional evening or after-hours inspections, meetings, or emergency response activities as needed.
