City of Cayce Issues a New Face Covering Ordinance

CAYCE, SC – Members of the Cayce City Council unanimously adopted an updated face covering ordinance at the August 19, 2020 City Council Meeting.

Recent reports have shown that wearing a mask in public has decreased the chances of transferring the COVID-19 virus. A study <https://www.scdhec.gov/news-releases/dr-bell-data-shows-wearing-face-masks-works-latest-covid-19-update-august-12-2020> done by the South Carolina Department of Health and Environmental Control (DHEC), states that “the jurisdictions with mask requirements have shown a 46.3% greater decrease in the total number of cases during the four weeks after the requirements were implemented.”

Additionally, to support teachers, students and school staff, City Council added the provisions from the SC Department of Education (SCDOE) and Superintendent Molly Spearman’s mandate <https://ed.sc.gov/newsroom/covid-19-coronavirus-and-south-carolina-schools/south-carolina-department-of-education-face-covering-guidelines-for-k-12-public-schools/> for face coverings on buses and in public school facilities. 

Cayce is the first local government to include the SCDOE mandate language in their face covering requirements for schools within the Cayce City Limits. 

Mayor Elise Partin stated, “Wearing masks is working.  Including, in our ordinance, the important mandate from Superintendent Spearman is an added layer of protection for our Cayce students, teachers and all who work in our school settings.  For all of us, continuing to do a great job wearing masks is a wonderful way to support our students and teachers and keep them healthy and in school.”

BACKGROUND:

On July 7, 2020, the members of Cayce City Council voted to enact Ordinance 2020-19, which mandated that masks be worn in places open to the general public, within the City Limits. This ordinance has been in effect since July 10. At the time the original ordinance was passed, there were 46,247 confirmed COVID cases and 819 confirmed COVID-19 deaths in South Carolina. Five weeks later, as of  August 14, the total number of confirmed COVID cases was *104,841 and the number of confirmed COVID-19 deaths was 2,204. *While the numbers over the five weeks have more than doubled, the daily confirmed cases and COVID deaths have declined 46.3% in areas where local governments began mandating masks in public buildings.

The members of Cayce City Council voted to enact Ordinance 2020-19, which mandates masks be worn in indoor places open to the general public, within the City Limits. This ordinance will become effective on Friday morning, July 10, at 6:00 AM. Read more...

 

JUNE 29, 2020

Our Municipal Court will remain closed through July 31, 2020. All parties will be notified of new court dates at the address that is on file with the Municipal Court. CAYCE, SC – Today, City of Cayce Council Members voted unanimously to adopt a Resolution calling for Governor Henry McMaster to immediately issue a state-wide mandatory Shelter-in-Place Order for the health and well-being of our Cayce residents and all South Carolinians.

 

On March 13, 2020, just two weeks ago, the State of South Carolina had 33 known cases of COVID-19.

 

As of today, South Carolina has 539 confirmed cases, thirteen fatalities and a backlog of 1,800 tests.

 

While we applaud the Governor’s efforts to ask visitors traveling to our state from “hotspots” to self-quarantine, it’s not enough. SCDHEC has long confirmed that we have “community spread” and not just new cases from outside the state. The current orders are simply not enough. 

 

“Instead of risking lives while letting the economy limp along with patchwork solutions, the Governor can implement orders that are consistent and far-reaching especially as the NC Governor has just done so. If our Governor continues to avoid taking swift action that will protect our citizens and possibly avoid a long-term economic impact, then the City of Cayce will continue to consider a local shelter-in-place ordinance,” stated Cayce Mayor, Elise Partin.    

 

Mayor Partin and the members of the Cayce City Council will be reaching out to businesses and residents asking for how COVID-19 is impacting their health, their family and their day-to-day life. This information will help Council thoroughly weigh options and take appropriate action that will best protect its residents, businesses and visitors. 

 

 

MARCH 18, 2020

CAYCE, SC - In the City of Cayce, we pride ourselves on excellent services and communication to our citizens, our businesses and our visitors; their safety, as well as that of our City employees, are always our top priority.

 

To that end, in conjunction with Governor McMaster’s Emergency Order, the City of Cayce is implementing the following safety provisions effectively immediately:

 

  • Cayce public buildings, including City Hall, the Cayce Department of Public Safety, the Cayce Historical Museum and the Municipal Court buildings will be closed to the public. 
  • The drive through window at City Hall will remain open to accept payments and applications related to utilities, building permits and business licenses. Many payments and forms can be completed online and/or mailed in. 
  • Municipal Court proceedings have been cancelled and will be rescheduled for a later time. Letters will be mailed with new court dates and times. Court payments will only be accepted online or via mail. Any payments not processed will be automatically continued.
  • The Cayce Riverwalk and Timmerman Trail will remain open at this time; however, all City Parks are closed.
  • All water and sewer operations will operate as normal at this time.  All water and sewer terminations for non-payment will be suspended. Sanitation pickup will remain on the regular schedule. However yard trash will not be picked up until further notice. 
  • All Cayce events to include committees, board and foundation meetings and events scheduled for the 12,000 Year History Park are cancelled. 
  • City Council’s regularly scheduled meeting for March 18, 2020 will proceed, however, the public is encouraged to follow strict CDC guidelines if planning to attend.  

 

The above measures are being taken to help limit employee-to-employee and employee-to-public contact.

 

Specific Public Safety Provisions:

  • In order to limit the exposure of Public Safety Personnel during the performance of their duties the only law enforcement calls that will be responded to are crimes in progress, previously occurred crimes of violence or other emergency calls as needed. All other reports will be taken over the phone.
  • Firefighters responding to medical calls will only respond to calls that are deemed to be urgent or emergencies. Firefighters will screen for COVID-19 on all medical calls and will take precautionary measures to protect themselves and the public.

 

Important Safety Precautions:

·         Wash your hands often with soap and water for at least 20 seconds.

·         Avoid touching your eyes, nose, or mouth.

·         Stay home when sick.   

·         Cough or sneeze into your elbow or use a tissue and put it in the trash immediately.

·         Clean and disinfect frequently touched objects and surfaces.

·         Avoid contact with sick people.
